Resolution 01, 2010

According to the first resolution rendered by the governing Council, City of Richland, Naomi Sherer was involved in the foresight, planning, and development of the City Library. The resolution cites in the Whereas list that followed, a number of actions for which she is singled out in the past ten years. For all these actions she was given a silver glazed Resolution of Appreciation signed by Mayor John Fox, who upon reading the Resolution to the audience chuckled at her as he added that he had been involved in the very things so he knew them to be true facts. Other signatures were City Attorney, Thomas Lampson, and City Clerk, Debra Barham. Yes they are all true actions. She had been involved in the earliest study by concerned library patrons about the inadequate shelving, therefore space, of a building finished thirty-five years earlier. A city library is supported by taxes of the residents of the city only, no outside funding is solicited. Any monies for improvements or expansion would be from new taxes levied on those residents. With the plans in full view of the residents beforehand the seventeen thousand dollar bond passed overwhelmingly indicating that the need was indeed a common expectation. The expansion and improvements have since been accomplished, under budget, and are being well-used by the citizens with special exceptions for area school children that are not residents of the city. Non residents are extended library privileges for an annual fee. Naomi is the first to appreciate being the recipient of the first resolution of 2010 but she is also most aware that none of the actions for which she was singled out had been accomplished by herself alone. She acknowledges that and although she cannot serve another term on the library board she will not be absent from the Richland City Library.
